The Highlands Council affairs are governed by the Board of Trustees, each member with one equal vote. Two Council Trustees must be members of the Community Association, one Trustee must be a member of the Non-Residential Association, and one Trustee must be a member of the High Street Association. The Trustees are appointed and the positions are self-perpetuating.
